Support running mix-cli without a configuration file

Certain users asked for a mechanism to run mix-cli by providing configuration information through environment variables instead of the configuration file.

If the configuration file does exist then perhaps another environment variable should be set to direct mix-cli to rely solely on the configuration values provided by environment variables.
