Scipy 1.13.1 does not support Python 3.13

Description
A temporary fix in PR #8 will cause installation issue for users using Python 3.13.

Action Items

• Replace all deprecated function of scipy.sparse.
• Remove version constraints in requirements.txt and setup.cfg.
