setup node should install best version of npm

currently we've had to set `next-9` on a bunch of repos to get CI passing now that `npm@latest` works in node >=18.

similarly to how we detect weird edge cases for certain versions of npm in windows, we should do that for all npm versions and install the best one for the current env.
