Get release-please fork fixes/features merged upstream

I forked release-please (https://github.com/npm/release-please) and published it to @npmcli/release-please in order to ship npm/cli#5446.

The goal is to:

• Get these feat/fixes merged into https://github.com/googleapis/release-please
  • fix: get release version per package from grouped PRs
  • fix: pass prerelease option to versioning strategy
  • feat: add option to exclude all other packages from root
• Deprecate @npmcli/release-please
• Archive https://github.com/npm/release-please
