[BUG] Removed files not being deleted for CLI vendored documentation

# What / Why

https://github.com/npm/cli/pull/2559 removed https://github.com/npm/documentation/blob/main/content/cli/v7/using-npm/disputes.md but it still remains in the repo. It seems like removed files are not being removed from the vendored directory.
