[FEATURE] Update new version notification prompt

What / Why

We want to remove update-notifier & boxen as deps going forward; We'd also like to updated/clean-up the UI/UX around how we identify new version of the cli being available for our users.

When

I run an npm command I want to be notified if I'm using an old version of npm.
