Improve novem devex on release

We currently announce new tickets and PR on this repo, but we do not get informed about completed releases, new release drafts, pending release approvals.

Adding notifications for these steps would also be very valuable

I believe @bjornars latest changes has significantly improved the deployment workflow, so closing this

That was wrong, I'm not sure if we still get discord announces on all the release steps

It's not quite working yet, I did some debugging with the vscode stuff that I need to port over
