cli: add last run time to jobs

It's really useful to know when a job was last run in the overview. Add a new column, `last run` and have it be like:

1 min ago
2 min ago
5 min ago
10 min ago
15 min ago
30 min ago
1 hour ago
2 hrs ago
6 hrs ago
12 hrs ago
1 day ago
etc
```

This should be true for listing jobs for both users and groups
