cli: trigger jobs from the command line

We should have an easy way to trigger jobs from the command line. I suggest we add a -R toggle to do a simple api trigger.

However we also need to support two other workflows

• Trigger job with one or more input files
• Trigger job with piped data from stdin

This is partially addressed with -R but we'd like to also attached documents to a run along with stdin and out
