Start running a pacman repo

Currently we compile a number of packages using their BUILDPKG from aur.

Packages in the pacman repo:

• starport
• gaia (in fact all production cosmos sdk chains)
• hnsd
• hns

Big idea: start running a pacman repository and make this a proper distro targeting cloud and embedded alike, with all of the tools needed ready to go and up to date with the default branch in the package manager.
