[Epic] specfact policy

Why

Parent issue for the specfact policy command. Use this issue to group and track all policy-engine work (unified Policy Engine: validate, suggest, DoR/DoD/Flow/PI).

What

• Command: specfact policy (validate, suggest)
• Purpose: Assign child issues and change proposals to this parent via Relationships or project Type grouping.
• OpenSpec: Changes under openspec/changes/policy-01-*. See openspec/CHANGE_ORDER.md.

Acceptance Criteria

• All policy-related issues are linked to this parent.
• Implementation order follows CHANGE_ORDER.md.
