Circular acvm feature flags

This package exposes feature flags that are passed to arkworks_backend which then passes feature flags to acvm but this package also relies on acvm. I believe this is working because of the dependency chain and using the same version of acvm. I think this circular feature flag reference should be cleaned up (not sure how though).
