[v12.x]: deps: V8: Add Power9/10 to the supported list and enable related features #38509

Please note that enum values are slightly different from V8 upstream, i.e PPC_POWER10 instead of kPPCPower10.
Power 9 is also added to some of the features within the ppc assembler, this is to make adding P10 consistent and is not part of the original CL on V8.
We have SIMD enabled upstream which will not be backported here.

@richardlau Seems like I can't land this on my own? getting the error: Protected branch update failed for refs/heads/v12.x-staging.

@miladfarca Yes, that's expected -- the staging branches are locked to members of the nodejs/backporters team and releasers.

Landed in c4f55fb.
