zlib: refactor zlib module #11391

This does several significant things:

Refactors the structure of the zlib module, eliminating duplicated code, moving to ES6 classes for simplify inheritance, eliminating some closures and this->self uses. This was done in a way that should preserve API compat (no test changes were required at all for this piece).
Makes errors more consistent and improves testing of errors.

Perf impact should be minimal if any.

@addaleax ... I've marked this as in progress because I'm working through one issue with the wrapper function approach... Specifically, it breaks old-style inheritance using util.inherits()... e.g.

Searching on github and google show no hits for any pattern like Deflate.call(, Inflate.call(, etc that would indicate code that is inheriting from the classes using the old style. That doesn't mean such code doesn't exist but I believe the impact here will be minimal
