doc: version picker issue (due to ESM doc shuffling?)

Description

If you go to the version picker and select 13.x, you got a 404. Someone had generally fixed the issue at some point, but it's broken now on this page because (I'm guessing) this page was created after 13.x went EOL and so the docs that were moved here from another page never got moved in 13.x.
