Reaching out to all Node.js groups directly

This is a tracking issue to keep up with the idea of "manually" contacting all potential Mentors to let them know what we do and how to use our service. We'd rather do this through official, pre-existing channels in the organization, but until we know what those are and whether it will be sufficient we wanted to keep this on the table.

If we do end up going this route, the first order of business would be to double check with the TSC and CommComm to make sure this wouldn't be seen as spam or solicitation, or if they have any better ideas of how to achieve our goal of spreading awareness of our Initiative.
