On Ubuntu 26.04.1 LTS with Node.js 26.10.0 tested locally:

npm install citgm@10.0.3 -g
citgm multer

succeeds with:

$ citgm multer

So the root cause of the failure in GitHub Actions is currently unclear. It appears to be a timing bug somewhere.
