"Access Denied / is missing the Overall/Read permission" for non-Collaborator access to Jenkins #4394

Attempting to access https://ci.nodejs.org/ or any specific link posted to a PR, such as https://ci.nodejs.org/job/node-test-pull-request/74532/ results in a non-specific message similar to the following screenshot:

According to @richardlau in nodejs/node#64256 (comment) the expected message is:

Steps to reproduce

In Google Chrome,

  1. Browse to https://github.com/nodejs/node and sign out
  2. Sign in with a username that has never contributed to https://github.com/nodejs/node
  3. Browse to https://ci.nodejs.org/
  4. Click on the button "Authorize nodejs" in the dialog "Authorize Node.js Jenkins"

Note the non-specific error message:

Access Denied
<GitHub username> is missing the Overall/Read permission

    I believe this is just the way that Jenkins works. Unless there is some evidence to the contrary, I would close this issue as not fixable.

    The message "Access to the Node.js Jenkins ..." is only visible to those who have access anyway.
