Create a mirroring repo at tizen.org

• Create git repo in review.tizen.org: https://bugs.tizen.org/browse/SO-2131
• Rename .spec file and subpkg names appropriately
• Create a build entry in build.tizen.org, start with empty pkg.
• Move all Tizen C-API devel pkgs from nnstreamer, nntrainer to here, do group SR.
