Concisely (20 words or less) describe the issue
Refines wording of new messages created in r4ss, doc, or SSI repositories (e.g. nmfs-ost/ss3-ssi#5).
These issues are now created when a SS3 PR is created, not merged, so changing wording makes things more clear. Plus some additional reformatting may add clarity.
