document change in data.ss_new names

As of 3.30.19, data.ss_new will no longer be used. Instead, echoed data will be in data_echo.ss_new, expected values for data will be in data_expval.ss , and bootstrap values will be in their own files (one for each bootstrap) for data_boot_x.sso, where x is the number bootstrap (and can be 1 or more digits long)

@k-doering-NOAA If a user sets the the number of data files to produce in the starter file to 3, are the outputs now the original data (data_echo.ss_new), a expected values file (data_expval.ss), and a bootstrap file (data_boot_1.sso)? Just wanted to double check that I did not miss any related changes in starter file specification. Thanks.

I just ran a recent model and it looks like the name for the boot file is data_boot_001.ss - sorry I got this wrong!
