document new output folder options

Users can create a sso and/or ssnew folder, and stock synthesis will send all .sso and/or .ss_new (in addition to data exp values and bootstrap data sets), repectively, to these folders. Hopefully, this will make it easier for users to find and delete files

Also note the new naming conventions for data.ss_new, which are implemented in this same commit. They are named data_echo.ss_new, data_expval.ss, data_boot_1.ss, through data_boot_NNN.ss. Some minor revision to these names may be forthcoming.

@k-doering-NOAA I updated the manual for the new data file and bootstrap naming. However, I did not add any text describing the new folder approach, so I opted to leave this issue open for now to remind myself.
