We automatically generate none-ls tools-options based on what upstream officially supports.
It seems like tex-fmt is not part of the built-in formatters for none-ls.
Could you maybe start by submitting a PR to their repo?

Great thanks! Once this has been propagated to the unstable channel, our CI will automatically prompt us to add the corresponding package for this formatter. Also, the options will be generated automatically.
