set correct date and time in fmriprep-docker

The date and time on the output of the running docker container isn't correct, adding a volume "-v /etc/localtime:/etc/localtime:ro" might fix this?

This would help me know how long a process has been running

With this version of Ubuntu - ubuntu:xenial-20200114
the -e, --env flag seems to work to set the timezone.

--env TZ Australia/Melbourne

This seems like a simpler solution that is OS agnostic, and after searching I couldn't find any consensus on how to achieve this in the Dockerfile.

There should in theory be a way to derive a valid TZ value from the host system to pass in automatically. I haven't looked into it enough, but if you're interested in figuring that out, we'd be happy to accept a pull request.
