Use the workflow token instead of NINE_BOT_GITHUB_TOKEN - #9

The NINE_BOT_GITHUB_TOKEN secret is no longer valid, which made the release notes step fail with a 401. The built-in workflow token is sufficient for creating draft releases and downloading release assets of this repository, and it does not expire. Grant the release and push jobs the permissions they need explicitly.
