Regarding user interface, shouldn't we have a "how it works" and a "add a comment" page linked from the main page?

For "how it works", I think its important to explain to them how we are stalking the HN users, so that they won't think we are some evil corporation and freak out about us or anything (likewise, I think we should hold off on storing their info in a database for now, because there might be some users that would get put off from that. We can always implement it later).

For "add a comment", I think it would be useful if we let them give us constructive criticisms.

Use mod_python in Apache server to improve efficiency.
