What does this Pull Request accomplish?

Updates the service and generator dependencies so they do not use prerelease packages. Many of the 'measurement' packages we depend on have recently released their 1.0 versions, so this allows us to consume those.

Why should this Pull Request be merged?

Cherry pick to releases/3.0 branch will allow us to release there without prerelease dependencies in our production code.

What testing has been done?

I did a 'poetry update' on the generator and service packages and inspected the pip list. There were no prerelease dependencies.
