can you give more detail on how 'deployed root path' works?

I've tried a variety of settings for 'deployed root path' but it doesn't seem to do anything, and I'm not entirely sure what it's meant to do.
Using python/django btw.
I'm sure I'll figure it out, but it might help some future users to have this a bit clearer.
