Update Platform support information to indicate that Windows requires MSVC

A user discovered that when MSVC is not installed, applications using the SDK will not work(https://github.com/ngrok/ngrok-javascript/issues/142). The [platform support](https://github.com/ngrok/ngrok-javascript?tab=readme-ov-file#platform-support) section of the README should be updated to reflect this.
