`make run-conformace-tests` succeeds even when tests fail to run

Seen in the nightly runs that use the main branch of GW API.

There is an issue that causes the conformace tests to fail to run, but the make target succeeds due to extra commands that succeed and hide the failure.

Acceptance:

• fix the make target to properly fail
• fix the failure
