P0 Windows daemon readiness regression.\n\nFirst commit intentionally adds the red regression for a completed initial index whose live watcher blocks before readiness publication. The corrective commit will follow only after GitHub records the failing CI run.\n\nValidation sequence: red CI on b6f5763, then fix, then green Windows and full CI.
