Modifications to the dashboard report layout

• Convert pipeline stats to value boxes
• Add tab for full report
• Status info not needed on homepage
• Put stats, multigene phylogeny and map on first page
• Make background of logo transparent
• Add thin footer with info on pathogensurveillnace
• Make cards automatically rearrange when on mobile size
• Remove MSN from diversity tab
• Add custom CSS theme
• Add logos for USDA and OSU either on top right of header or bottom in footer. Also add a github link to the pipeline.
