The time tree on a few builds (e.g., OC43) doesn't look right — lock the clock rate down the way it is for (e.g.) HKU1

Per conversation with @kistlerk today, I'm going to try locking 229E and OC43 to 2.5e-4 (instead of the previous 1.2e-4) and see if that looks better.
