Allow Administrator to use a local keystore to provide TLS client certificates for connecting to MC Server. #4330

I'd like to lock-down my MC Server to require a TLS client certificate in order to connect. I can do this on the server side with stunnel, so it's not necessary to have MC Server support TLS client certificates (yet). Just the Administrator.

I'd like to re-open this issue if possible. It's still certainly a relevant enhancement request.
