Clear icon vram when no banner icon

Fix ARM9 heap/linking and enable emulator handoff support

- Remove libc from ARM9 link to avoid malloc/free collisions
- Restore pico-launcher heap ownership
- Enable pathfile-based emulator handoff (SNEmulDS VC behavior)
- Verified boot on real hardware and emulator
