Suggested emojis with `:` shortcut not visible when sending picture

Steps to reproduce

1. Open a chat
2. Paste a picture from the clipboard
3. Write a text and try to add an emoji with the : shortcut (e.g., :smile)

Expected behaviour

The suggested emojis should be in front of all overlays.

Actual behaviour

The suggested emojis are behind the picture upload overlay. This happens with the Talk desktop client as well as using the browser version.
