In cases of a webinar, most users will never receive publishing permissions.
So we should also not ask for camera and microphone and make the user test their devices, etc.

2 options seem to be the closest:

• Don't show media settings if you don't have permissions - show when you enable a device
• Alternative - add a conversation-level setting or/and depend on conversation type, e.g., webinar/group conversation as selection options, which then also:
  • Changes default permissions of users to not allow publishing
  • Enable the lobby
  • etc.
