I know that I'm late but this slipped somehow through. It is a really important functionality. As it is just a small occ wrapper around old and well tested code, this should be OK to be merged in this state of the release. |

For Nextcloud 14 we removed the recovery option for encrypted files from the user management because this can easily run into timeouts for large user accounts.
This PR brings the functionality back as a occ command.
