[Bug]: PHP deprecated messages are logged at ERROR level

Bug description

As title say; PHP deprecated log messages are logged at ERROR, when they are indeed WARNING (at most). The messages are only relevant for developers, and, as it is now (with no rate-limiting on more or less unique messages), the logs can be filled for no good reason, making it harder to find actual problems..

Yes, it's on me for having either the wrong PHP version, or using something that uses deprecated interfaces.. It's still only warnings, not errors.

Quoting from your own manual:
3: ERROR: An operation fails, but other services and operations continue, plus fatal errors.

Steps to reproduce

1.install something that uses a deprecated PHP function
2.set loglevel to 3
3.watch log get filled with ERROR messages about said function
