Adjust sharing placeholder text to make clearer what to do when there aren't any recent sharees

Bug description

I cannot share files. When I press Share, the dropdown menu has no users to share files with.
Sharing functionality is broken

Steps to reproduce

1. Install Nextcloud (31.0.6) on a server, Enter it from PC via Chrome
2. Add 2 users (both are in group admins)
3. Try to share a file from one user to another
4. See that there no other users

Expected behavior

I expect to see a username is dropdown menu with who I want to share a file or folder.

Only the most recent sharees (5) are listed as "suggested" share targets. That field isn't meant to include all accounts (imagine a Nextcloud instance with 100,000 accounts!).

If it's a new installation you probably haven't shared with anyone so there won't be any suggestions.

Just start typing their account name and they'll appear as options.

Do you have a suggestion as to the field contents/etc that would help make this clearer to avoid confusion?

All I had to do is start typing name? Ok. it works. But it very counterintuitive. Its says share and the field is empty. How was I supposed to know? I though that Sharing does not work and spend 1 hour debugging and searching settings but the solution was so simple.
Maybe change the field to "Start typing username with who you want to share".
Otherwise you have to be a professor of sharing sciences to get that :)
