According to https://prinsfrank.nl/2022/02/04/Configuring-PHP8.1-on-scrutinizer we are still using the Ubuntu Trusty Thar (14.0.4) container and thus it's not possible to install PHP 8.1. By changing the container image to Bionic (18.04) it should be possible to build PHP again.
The last successful run was 2 years ago (https://scrutinizer-ci.com/g/nextcloud/server/inspections?page=210).
That raises the question, if that was broken for 2 years already, is it still needed? ;)
I think scrutinizer is pretty cool, and it's a fun way to dive through the source code. For example show me all the issues I introduced 🙈. But if we are not using it, we should probably delete the configuration file.
