[Bug]: versions 30.0.2 and earlier do not send an email notification when a file is uploaded or deleted, only if renamed

Bug description

Hello developers.

After updating to version 30.0.2, file sharing via email doesn't work as it should, I think. No email is sent to the sharer unless you rename the file.

So, the person I try to share files with doesn't get notifications except when the file is renamed. Nothing in the logs.

Typically, email works.

Steps to reproduce

1. upload files to a folder with active notifications
2. wait for an email notification of successful upload to be sent
   3.no notification email is sent to the recipient
3. however, if you modify the already existing file, the recipient receives notification of the renaming

Expected behavior

I expect that when I upload a file I will be notified via email

Can confirm this happens on my deployment as well. Email notifications about files being changed are sent. Email notifications about new added files do not get sent.

This is a definite regression, as this functionality used to work.

It's a big problem if you can't get notified via email of any uploads you make. I don't understand why if you rename the file it works, if you delete or load the notification doesn't work

Yes, unfortunately, no email notification is sent for calendar entries or changes.

It's the same situation here. Nextcloud 3.0.2 (recently upgraded from 29.0.7) on Ubuntu 24.04.
Email notifications stop working on file upload, modification, and rename.
Please fix it asap!

I would like to stress that this is quite an important functionality. Many of our team members lack an essential trigger to perform an action when not notified anymore.

We face the same issue. It's quite important for us too, our accounting team depends on it, because they get notification when our external accounting contractor uploads new files to our cloud...

Please fix this asap.
