User management: No ability to edit existing users

Trying to edit an existing user on a v28 instance fails, at least on RC1

• editing the manager info results in the top-right error notifications
• editing the email results in an endless spinner

No request is send to the server it seems

Try logging out and back in. This might be caused by advanced search breaking the password confirmation dialogue.

It is a mix, it also has the aspect of #41802 - yet adding a mail address has an endless spinner but no error notification.
