The download permission is not implemented for circle shares. It should be implemented to be consistent with regular shares. A sharer may forbid sharees to download shared files and folders.

Implement the download permission for files and folders shared with circles.
Describe alternatives you've considered
Don't implement the permission and always allow downloading (as is).
Additional context
The download permission option was shown despite not being implemented. This feature request is a followup to #39146.
