three dot menu with only one item

The three dot menu next to the file preview of the right sidebar contain only one item: "Tags":

I'm not sure if there is any setup where more than one item can be in the menu, maybe with some additional apps enabled. It might make sense to remove the "..." menu dynamically if only one item exists and show the action-button directly?
