"More apps" menu not working in current master

Try clicking the "more apps" menu in the header on current master, it’s not working.

GitMate.io thinks possibly related issues are #10716 (More apps menu not position in the right place), #9715 (More apps menu wrong location), #10723 (Fixes more apps menu and settings/user menu positions), #2544 (Popover menu is in the wrong place in some apps), and #10788 ("More apps" menu not operable via keyboard).
