Which Nextcloud Version are you currently using: (see administration page)
Talk 19.0.7 on NextCloud 29.0.4

Is your feature request related to a problem? Please describe.
NextCloud Talk only seems to send desktop notifications when minimized, not when in background or not on the active tab. It would be nice to receive notifications when Talk is not visible, but not minimized.

Describe the solution you'd like
Send a desktop notification in the same way as when minimized.

Describe alternatives you've considered
I have not really considered alternatives.

Additional context
This may have an environmental cause; I have been unable to test on other desktop environments than KDE Plasma 6, but the behavior is consistent in both Wayland and X11.
