Having a text template folder in a groupfolder doesn't work

Steps to reproduce

(0. delete your existing templates folder)

1. go into a groupfolder
2. Click on "New -> Create new templates folder" to create a templates folder (if it doesn't show, hit Ctrl+F5)
3. Create a text file in the template folder
4. In any folder, create a text file.

Expected behaviour

After naming the file, a modal coming up offering the template created in 3. and a blank one

Actual behaviour

No template modal, a blank text file

The created template is not offered, but it's also not possible to create another templates folder so the folder seems to be saved as templates folder at least

Server configuration

tested on

• server master and groupfolders master
• server v29.0.14, groupfolders 17.0.4

The source seems to be #3537, as I was able to confirm that searchByMime() returns nothing when the folder is a Team folder.

The issue comes down to nested jails which leads to a search query in the filecache with two exclusive path comparisons which is impossible to fulfill: https://github.com/nextcloud/server/blob/a75f47f216b480768249b0aa32e6321d741c1e66/lib/private/Files/Cache/Wrapper/CacheJail.php#L295-L295

I also stepped through this a bit and think this may be originating from nextcloud/server@dbfd2f9#diff-6e6115ca8084fd35522f8db76fe1005b849a6f58a8a36b9be90c2ace076d0be8R210 where the temporary CacheJail is returning the wrong root then later on

However i do not fully understand the jail handling there and what implications this may have to change, however calling $storage->getCache($internalPath) would already return a CacheJail and seems to fix this. @icewind1991 @provokateurin Any chance you could check that further?
