Unable to leave a team as owner

Steps to reproduce

1. Create a team
2. Add another user to the team and make them admin
3. Try to leave the team

This can be tested both via Contacts and Collectives app. In both apps the attempt to leave as owner fails.

Requests like PUT /ocs/v2.php/apps/circles/circles/<circleId>/leave as owner return {"ocs":{"meta":{"status":"failure","statuscode":400,"message":"Member cannot be Owner"},"data":[]}}
