Notify on file uploads to public folders

just discussing a use case with a partner:
insurance company company creates public share for customers to upload files to. When they do, they want to be notified by mail!

They could parse the RSS feed, I suppose. But it'd be nice to be able to be notified of file uploads to publicly shared folders specifically...

I think that for many cases, publicly shared folders are special enough to warrant separate configuration - I don't care too much about uploads in 'normal' shared folders in particular but the public ones warrant a special note.

Activities didn't has now real filter methods. The question is if this can be solved with NC 18 workflow engine beter than in activities where you can define

for (public) folder x send an e-mail to user a and user b when an (image) file was uploaded.
